Initial Comment:
If the carrierroute tables are big, the default provisioning of 1M for PKG_MEM is not enough.  This can be fixed by recompiling openser with higher values for PKG_MEM_POOL_SIZE.

It would be nice to load the cr tables in chunks, just like the usrloc module, so it could fit in the default 1M PKG_MEM.

i commited support for this in r4876. I did some tests with 250K routes on
1MB PKG_MEM, looks good so far. Perhaps you can take a look if this works
for you too.
