- fixed bugs in bitwise ops :
  - fixed error message - bit range is 0-31
  - fixed is_gflag MI function - function returns true if all bits (from bitmask)
    are set
  - fixed documentation to reflect the true code behaviour.
- Credits go to Richard Revels and Bogdan, related to opensips patch #2083435
- fix some small spelling errors in the documentation
