Summary: Remove "reply_to_via" since it's anti RFC 3261

Initial Comment:
"reply_to_via=1" forces replies being sent to the IP in the Via sent-by field, even if the Via header contains a parameter "received".

This is not RFC 3261 compliant since replies must be always sent to the "received" address when present (and to the port indicated in sent-by field if rport is not present).

So this option would be useful prior to RFC 3261, but not now.
