yes, someone proposed to do so and then someone (perhaps bogdan, you can
check svn) went and implemented the functions in core, but didn't do it
properly.

so either someone re-implements the functions properly in core and
documents them or the current bogus functions are removed from core.

i suggest that they are removed from core, because i didn't find any
module using them.
