Initial Comment:
Openser doesn't seem to support random selection of SRV records as described in RFC 2782. Standard procedure involves client selecting one of records on given priority level randomly using rng and running sum of SRV record weights.
Currently openser always chooses the record with greatest weight.

Maybe OpenSER can use libruli: http://www.nongnu.org/ruli/ and drop its
own resolver.
