Well, your complaint was that the phone kept ringing. Thus it should have sent 
a 180 and/or 183. Those can be sent reliably to obtain the behaviour you 
request.

In your scenario, what should happen when the UAS sends no 1xx reponse at all, 
but directly a 200 OK?. A cancel from the proxy doesn't work in that case.
