Summary: invalid dp_translate error message

Initial Comment:
dp_translate generates error message if given dpid has no records in dialplan table.

in an application where dp_translate is used to find out if r-uri userpart matches a user given a user given list
of match_expressions, it is not an error if the user has not given any.  dp_translate should just return -1 without an error message.
