Summary: timeout_route

Initial Comment:
It would be nice to have a timeout_route for certain timers, just like we have for errors: error_route.

The dialog module would be the perfect candidate for using this new routing block.  On dialog timeout, it will give the administrator the ability to take a decision:
 - destroy the dialog and send BYEs to caller and calle;
 - re-arm the timer and prevent the removal of the dialog.
