it is the user who should be able to setup the "forwarding system" via
web page or whatever.  the same user is able to configure the q values
of his/her phones if they are configurable.  if not configurable, the
user is able to view the q values that his/her phones are using and thus
design the forwarding system accordingly.  i thus don't see any need for
the proxy to force anything.
