Summary: Add usage report for BYE without OSP info

Initial Comment:
Some SIP devices do not support OSP cookies in Record-Route/Route headers. They do not send the OSP cookies in BYE messages. OSP module cannot obtain the OSP info for the calls. But the duration usages are very important to users. OSP module should report the CDRs.
