There should be an extra entry in packaging/debian/changelog, similar to:

openser (1.2.2-0) unstable; urgency=low

  * New upstream bugfix release.

Obviously this should be updated for the next version (e.g. 1.2.3), not for 1.2.2 since it has already been published.

I'm using the openser-1.2.2-tls tar.gz from openser.org.
