[Devel] all openser processes do not get killed

ma be not directly to presence related, but i noticed from debug logs
that presence is running stuff in the background all the time, like
checking for expired publishing/subscription.  this is something that
normal modules (perhaps apart from usrloc) don't do:

May  3 23:27:43 localhost /usr/sbin/openser[10750]: PRESENCE:msg_presentity_clean:cleaning expired presentity information

perhaps that has something to do with processes not getting killed.
