[Devel] SNMP mib install issue

We are using 'make prefix=... install' with a non-root user that has  
permissions to write to the prefix and basedir directory given.  The  
SNMP MIBS are trying to install themselves to /usr/share/snmp/mibs  
because net-snmp-config tells them they can, but you have to be root  
to do so.  Is there a way to instruct the MIBs to be installed in the  
same place as OpenSER or not at all.
