PA module prepares invalid XML document as a Message Body for NOTIFY request: resulting XML document consists of duplicates of <geopriv><location-info><civilAddress> and <\status> tags as location section is not prepared by pidf_add_location() routine properly. Please find attached file with a patch fixed given error.

I agree, PRESENCE module looks to be a better solution. Solution I have
been involved is designed to use PA module services. We are going to
migrate to PRESENCE but not now.
Bug I have described looks to be caused by usual misprints - it is
reproduced on 1.1.x branch as well.

Could you try new presence modules? PA is marked as deprecated, more
functionality being provided by new presence and pua* modules:
