I believe most debian packaging guides note that it's best practice to separate the packaging from the source. For instance, the Ubuntu packaging guide (https://help.ubuntu.com/6.10/ubuntu/packagingguide/C/basic-mistakes.html) lists mixing packaging information straight into CVS as a  basic mistake, and forbids repackaging: "Do not repackage it. You can ask the author(s) to delete the debian/ dir and provide a diff.gz instead. This makes it easier to review their work, and it separates packaging from program source."

Hi Toni,

The Debian archive carries a regular Debian source package composed of an
orig tarball, a Debian diff and a dsc file for OpenSER. The diff carries
the entire debian directory and does not reuse the files under
packaging/debian in the OpenSER source distribution.

Consider that the packaging/debian directory in the OpenSER source is
intended as a service to OpenSER CVS users.

If you need to package OpenSER for a Debian-derived distribution, please
base your work on the Debian package on ftp.debian.org.
