[Devel] $hdr(Name[1]) bug fixed

i noticed that $hdr(Name[1]) resulted in first Name header body when
second Name header didn't exist.  a patch to rel_1_1_0 is enclosed.
could someone who implemented $hdr, please, review and commit the patch
to rel_1_1_0 and HEAD.
