the idea is that lcr module keeps gws' ip addresses in its own data
structures in the same order as in which openser stores its source
address in

_m->rcv.src_ip.u.addr32[0]

in order to allow fast comparison.  in which order is
_m->rcv.src_ip.u.addr32[0] kept?
