Initial Comment:
The new presence module is not sending a required NOTIFY when a UAC is doing a reSUBSCRIBE. According to RFC 3265 section 3.1.6.2, the server must send a NOTIFY on all reSUBSCRIBEs so that the UAC can set its new refresh timer. Several SIP stacks including resiprocate break without this patch.

This is a patch for bug #1637284 in the tracker.
