[Devel] t_relay 100 trying flag

i tested the new t_relay 100 trying flag as:

	if (!t_relay("0x01")) {

but it still generates 100 Giving a try reply.

there was no example in the README file on using t_relay flags, so
perhaps i made a mistake in the parameter?
