Summary: t_relay should produce internal error code on failure

Initial Comment:
Currently, t_relay() bails out on DNS (and maybe other) failures, even if a failure_route is defined. I'd like t_relay() to (optionally) produce an internal error code (e.g. 503) on failure, and proceed with failure_route if present. Just as is currently done for timeouts. This way all failure logic can be located in one place: failure_route. If no failure_route is defined, current behaviour should be maintained
