this package never been part of sarge - you may use the deb repo from 
openser.org:

# openser
deb http://www.openser.org/debian/ sarge main


this is required only for sarge, as libradiusclient is officially part 
of testing and unstable versions.

no, this is a very old radius implementation which is not compatible 
with openser.
