Initial Comment:
During a reinstall of the system, the /usr/local/etc/openser/dictionary.radius file is overwritten.  

All local changes are lost.

Perhaps dictionary.radius.sample should be created/updated in a similar fashion to:

openser.cfg.sample and openserctlrc.sample

Additionally, if effort is going to take place to fix this issue, it might be a good time to rename dictionary.radius to dictionary.openser because that appears to be the de-facto radius dictionary naming convention.  Refer to /usr/share/freeradius.

The overwriting issue should be fixed with latest commit.

The second one, might be good to rename, but the installation target, not
the file on SVN. We may have dictionary.diameter at some point in time, and
there might be same naming policy -- if someone can make it clear, if the
file names in radius and diameter are following the same patter, we need
something to distinguish (item left open until this one has a decision).
