Summary: SL Modules crash when openSER compiled without -DSTATISTICS

Initial Comment:
This bug occurs When openser is compiled without -DSTATICSTICS defined in Makefile.defs.

In this case ,the whole program crashes when dealing with the first SIP request it receives.

The SL module is responsive of this fact : with sl_enabled_stats not changed (ie still having its default value of 1), the tries to update statistics which are not available because it was not defined at compilation time.

This bug occurs on 1.2.1-notls. A look at the current subversion trunk show that that it should also occur in the developpment version.

Please find attach a patch to sk_func.c that respects the not defined -DSTATISTICS
