- external functions implemented also for the new Management Interface

but when i look the code there is also change in is_uri_host_local
function where FAILURE_ROUTE handling is now the same as ROUTE and
BRANCH_ROUTE handling:

what was the motivation for that change?  does parse_sip_msg_uri(_msg)
when called in failure route parse requests first branch?
