Summary: PostgreSQL script to create table fails

Initial Comment:
Revision 1.37 of scripts/postgresqldb.sh reverted the
datetime fix.

The "time" column was changed back to "datetime" from
"$DATETIME".  This caused the script to fail creation
of two tables.

The fix is to replace "time datetime" with "time
$DATETIME".
