[Devel] dispatcher has failover support

Hi,

I thing such logics should be placed outside the SIP proxy - how to 
monitor external entities  is not something SIP related. Anyhow, a nice 
approach is to have an outside monitoring and load computing logic that 
may push info via the DB (for example) to OpenSER.
