Summary: check_from/check_to() may without DB backend

Initial Comment:
Even check_from and check_to can be configured not to
use the DB backend, the module requires a DB connection.
This make rather impossible/ugly to use this functions
in a non DB environment.

Solutions:
1) split the functions and move the non-DB part in URI
module.
2) make URI_DB to work also without a DB connection if
not required.
