[Devel] no leg/no attribute

Hi Juha,

this will complicate the logic (for DB support is not so simple as 
adding RADIUS AVPs and the behaviour must be coherent for all accounting 
supports).
Is it a problem if the RADIUS AVPs are set to n/a ?
