Summary: Patch to debian packaging system

Initial Comment:
A patch that fixes some of the problems. It adds bison,
flex and libmysqlclient15-dev to the build depends. The
rules file in my patch compiles one set of packages
which can be selected by include or leave out notls in
DEB_BUILD_OPTIONS.
