[Devel] fifo command openserctl ul show don't list registered user when db_mode=3

Hi Ray,

"openserctl ul show" lists the content of the usrloc cache (and not the 
content of the usrloc DB table). In db_mode=3 (DB_ONLY), there is no 
cache, so nothing to display.
