Initial Comment:
Currently, tls_verify will be used to indicate if the
peer should be verified for incoming and outgoing TLS
connections.

The introduction of the parameter
tls_verify_server and tls_verify_client allows to have
different policies for incoming and outgoing TLS
connections.
