Hi Bastian,

ok , so it a corner case as it is a very old perl lib :D.....

But I think both a) and b) just be done. First, the users should know 
what versions was tested for ,and secondly, to cope with the older 
versions - maybe having a #warning if PERL_EXIT_DESTRUCT_END is not 
defined will be better also.
