The "watchers" table is used to save subscription state for all 
subscriptions ever .  When a Subscribe is received the state is looked 
up in this table.
The information are updated according cu the privacy rules that are 
saved in the xcap table.
The table is never pruned because when a state is known the presentity 
should not be queried for permission( even in case of  blocked ).

It is possible to get basic presence information using usrloc module 
with the new modules pua_usrloc.  It is used together with the pua module.
It can be determined from configuration file which REGISTER requests 
have to issue a PUBLISH.
