Summary: usrloc in DB ONLY mode generates bogus bug messages

Initial Comment:
If DB ONLY mode is used with usrloc, some functions
(like registered()) wil generate a BUG message if the
RURI does not have a username part.
This is not a bug; the processing should continue, but
with an empty username.
