[Devel] $COMMAND reinit (!!entirely deletes and than re-creates tables

Hi Juha,

indeed the "reinit" was listed twice in the usage section. Correct is:
       $COMMAND reinit (!!entirely deletes and than re-creates tables)
       $COMMAND reinstall (updates to a new OpenSER database)

now it's fixed on cvs.
