[Devel] syslog logging

After analyzing a bit, I think there is no need to have 
rc_openlog("...") on this modules. Can some of the people familiar with 
radius confirm? There are other radius modules that do not use this 
function.

Now openser uses argv[0] to open the syslog. We will add a new config 
variable to set this value, and keeping rc_openlog(...) does not look 
too consistent, all modules should use the core connection to syslog.
