[Devel] customizable Server and User-Agent headers

enclosed find patch against HEAD that adds two global configuration
variables

server_header
user_agent_header

of type string.  they default to SERVER_HDR and USER_AGENT constants and
allow customizing how openser's Server and User-Agent headers look like.

if the patch is included, i'll update also the web page where
configuration variables are described.
