kamailio listens on both 5060 and 5061

i removed the 5060 RR and added the alias but still exact same service unavailable

my via is still showing the ip of freeswitch though

What part of my topology is wrong?

Also, your Kam VIA contains IP address. Try to make it FQDN by setting an alias to your listen directive, e.g.:

listen=tls:YOURIP:5061 advertise "FQDN":5061

For all we know - service unavailable could be anything, e.g. your O365 tenant is misconfigured.
