I already have the failure_route enabled for the SUBSCRIBE msg and the function  t_set_fr(0,3000) is set before send it for network, but when Kamailio receives an 200 OK related  to SUBSCRIBE it never enters on the failure route if not receive the NOTIFY.

Is there missing some configuration to this work?

you can enable a failure_route for the transaction and it will be
execute after the transaction timeout (you can set it with t_set_fr() to
a custom value than the default for the other transactions).
