This is the standard behavior of dialog module. If you don't want the timer to be reset when an in-dialog message is received, you have to use the timeout_noreset param http://www.kamailio.org/docs/modules/devel/modules/dialog.html#dialog.p.timeout_noreset.

timeout back to the default value configured in the module parameters
(7200 in my case).
