Can OPENSER process REFER header and generate new INVITES ?

Problem now is the originating gateway accepted the refer but has no route for the number specified in the Refer To: header.

It is meant for another gateway.

How do you manipulate the 'Refer to' header in the REFER Method ?

I need to do some string manipulation to change it to something that i want.
