Testing thus far shows that v 3.2.x does not select the
destination when the destination state is AP (active probing),
therefor the above assumption is wrong in v 3.2.x,
I just backported to 3.2.x, so if you try again, probing mode should
not have anything to do with selection of gateways. Just active,
inactive and disabled will influence that. Probing will be for
keepalives and automatic activation/inactivation of gateways.
