1. You need your sms gateway running (check out http://www.openser.org/docs/modules/1.2.x/sms.html#AEN51). Not sure what would run in this case, so you are on your own with the hardware you use.
2. From the point of view of User Agent, there should be nothing different from sending out a normal text/plain sip MESSAGE to another destination.
