I am not exactly sure why this fails on your system. That <<PKGBUILDDIR>> should have expanded to the full path of the source code tree.

From the logs i see this:
I: NOTICE: Log filtering will replace 'build/kamailio-76r2kT/kamailio-6.1.0~dev0' with '<<PKGBUILDDIR>>'

Is that the root tree of the kamailio source code? It should contain the path to the xml file.

I have pushed 6392059, that add some quoting but not sure if it will actually help.

Can you check whether it fixes that?
