As I looked again over the issue, I see in the backtrace (I attached) that the mysql client library is using yassl not libssl (which I expected).

@Jaykah - do you know if the library is installed from the default ubuntu repository or is something customized for RDS? Also, for you backtrace, install debugging symbols to see where the code get stuck in libmysqlclient library. There is another report on sr-dev with a blocking happening in libmysqlclient, maybe the backtrace with debug symbols will show the same like there.
