I found that kamailio ignores ICMP messages from remote hosts
Immediately failover after ICMP message.
kamailio ignores ICMP messages
Create kamailio config
loadmodule "pv.so"
loadmodule "tm.so"
listen = udp:eth0

Start kamailio using the command
kamailio -DD -E -ddd
Make a call.
